General question reg webdesign

Hi all,
I am about to embark on a web design journey, and offer my service to new clients. What I am lacing is how do you charge the client.
Let's say he/she wants a new website created, how would you approach this scenario.
Is it per hour base, or would it be per page.
If so, how much would you charge (keep in mind, I am new to this world)

First I will ask what he wants and calculate how much it cost (domain, hosting, service) client pay me for a project
