General Local SEO questions

Hi guys

I have a few questions regarding local SEO. I can see there is some talking going around with local SEO, where local is a specific city in the US. However I am from Europe, and in some European countries it really seems like some of the "saturated" english niches are rather wide-open and low-hanging when you do the research.

So my question to you guys is, can the same SEO ranking techniques be applied to non-english sites?
A followup question to this should probably be, sure it can.. But what about web 2.0's I suppose that these should be in the targeting language? The same with social bookmarks, blog comments, blasts etc?

I hope someone can help me clarify some of this :)
 
You can do the same thing in Europe down to specific areas, Web 2.0's, social media and blog comments etc. are helpful if you're looking to rank GMB include your NAP if possible.
