Doing this with the Raspberry Pi is not worth it, the USB Chip handles all the USB and Ethernet ports, which is a recipe for disaster with dongles.
Consider doing this on the RPI 4 which just cam out and has 2 USB chips.
Regarding power, each dongle needs around 500mAh, the Pi can supply around 1Ah but that will make it unstable.
