Not deeply into Local SEO, but i think the ranking trick remains weighing on varying citations than just Zagat.

Isn't rocket science, you have to get them written Either look for someone who is active there and pay for some, or purchase an account, everything can go for sale these days.

On second thought you could try Fiverr.
