Have you tried changing the country in PV. That option is shown.
Regular registrations, you will definitely be asked for PV as that is the regular registration workflow.
Or unless if it's virgin IP - but we all know there's very slim chances of getting such a thing in this age.
There is a way over the PV requirement - if you are able to obtain an invitation from an account manager - you don't need to go through the PV - just obtain the invite respectively.

I try this link but when I open this link pn.my amazon rdp its asking for phone verification first of all.

Yes, it will ask for phone verification you can't bypass phone verification on aws i think google can find ,you are using rdp
