Of course its possible, with the right setup. I run gambling ads since years, spending millions yearly for affiliates & casinos. But its a headache to get into, and you will burn alot of money if you dont know what you are doing. Be careful.

In our country, the practice is to purchase a large number of low-priced accounts and promote them on various platforms. Even if the accounts fail, you don't feel bad. After covering a large number of your target customers, you can guide them to your private domain
 
Google allows authorized gambling apps that offer casino games, sports betting, horse racing, and other online gambling products which meet all legal and policy requirements
 
You can try to back track what they are doing. If you are not technical, hire someone who is.
Most of the cloaking solutions will not work if you do not know what you are doing.
