Why would you do that and just waste everyones time?
Unless you want to end up getting sued, dont take this contract. As you are so out of your depth you cannot even see the bottom of the hole you are digging for yourself.

i know big clients are hard to pass by, but do you really need to take such a huge risk?

If you have no idea how do the work, which you clearly do not and you take the money, you have just committed fraud.
In most countries you at least get sued for that and more likely go to prison because it is a $500k per month fraud!
The fact i have to tell you that means you should not go near having any clients for anything.

I get it now.my english isn't that Good maybe that is the reason why I don't understand as well!
so he said he is willing to pay to google that amount I am only responsible for managing that.
now the problem is that I cant manage high budget unless I have special AdWords account like MCC or premium partner account which has benefits like credit line and no spending limits !

pay attention, i didnt mean you. i meant that Belieablethings account. it was made today and its first message was leaving you his telegram and telling you he will help you. in general, i will just turn down this client if i were you. you cant handle it. you will almost surely lose his money, burn your reputation to the ground and possibly get sued. do you want all that shit in your life?
it not about your knowledge on stealth. i just doubt your intentions when you make an account just to reach out to this desperate dude with lots of budget in his hands. glad you can understand why i care.

I have a lot of years doing what you are looking to do, I am aware my account was also created today so I have no history here so, I guess my advice is of the same value as the other new guy offering help BUT!
My advice:
1. don't take this client
2. if you must take this client, who is liable for the actions? This industry has huge risks, I have worked with huge budgets, they have literally 0 times ever been sent to me in total first, check your own legal structure, are you a sole trader? Do you have a LTD company to hide behind or indeed fold if it goes wrong? (it will go wrong)
3. if you are totally bulletproof legally, go ahead, if you manage to get anywhere near ROI, msg me, and I'll hire you straight away (dear moderator, I am joking)
Seriously though, don't take this client but do take the experience of trying to work out how to address it.
