[Gambling Ads]- is Cloaking the only solution?

There are a lot of methods, not just cloaking. Also, cloaking is an effective way. If you need more, i'm ready to share it
 
maybe your account or your Ip is flagged, change this, use a new account and new IP with campaign with new content and images

you will need to use anonymizer software for such areas. I remember using anonymizer software when I ran gambling ads.

in my opinion, cloacking is an effective solution if you run BH products, especially gambling. however, i do not claim it is 100% effective but more or less it has positive results
 
Concealment is a common method in the black hat industry. I don't know if there are any other methods, but to fool Meta, you must conceal it for sure.

Maybe Facebook's censorship system has a loophole you can use Use a white account, clean BM
 
You should use the conceal function if the ad is working then the problem is solved.
