Gambling Ad Effectiveness Question

Hi guys, may i know what's the main variable that affects the gambling ads effectiveness? Not just gambling ads, maybe other white hat ads.

The thing i know is Audience setting. If the audience is wrong, even my results are cheap but the closing rate is low.

Any suggestion guys?
