I used to be stuck in the 8k to 12k range for a few months, but i made sure i just kept uploading quality content.
This eventually will lead to photo's getting on the explore page when Instagram picks up the engagement on your page.
Stick with it and you'll grow, I gained 50k followers in a bit more than 4 months, which all came organic since I stopped follow/unfollow when it gained traction at 12k.

Did you ever buy fakes? 100-200 per day on a 19k is pretty steep.

when you go organic, how do you do? how long time per days? how many likes, unlikes, follow unfolow?
Well I go from 200-300min to 1k absolute max followers per day, it really depends on how often your posts can reach the explore page. Yes, you can manipulate this by getting likes and comments from big accounts so those posts get boosted, but purely organic there's no way to manipulate it.
Just post the best content you possibly can and it'll gain attention eventually. Don't get discouraged by Instagram itself. I've had weeks where I'd be gaining followers and about 2-5k likes per post non stop, and then all of sudden the followers stop coming and posts barely reach 1,5k likes.
Nothing much you can do about that, just keep going
