It's the catch 22 - if you don't have traffic no one important for SEO wants to link to you and your PR stays stubbornly low - if you don't get the relevant backlinks you'll be missing on traffic and so on. I'm working on an entirely white hat SEO service. I'm not here to advertise that - but to say that I'm getting reasonable (not millions of hits or any hype garbage) just good steady reasonable number of hits from http://www.FreeViral.com/?r=320926 - it's free and while it doesn't give you targetted traffic it seems white hat and free and it will supplement what you're already doing with little effort on your part.
