What is the best method to gain targeted likes/followers to a Facebook Fan Page? I mean.. like actual real and active followers? I am looking for facebook users in a specific African country. I checked fiverr, but all those people seem to only offer fake likes.

Paid traffic aka "Suggestion" to your target?

Also you can post about pages that you think your target is following - in this case you will appear as "talking about..." page.
