I'm just trying to put something into perspective and was wondering if you guys could share your opinions.

When creating a portfolio of web 2.0's, do you think the additional cost of purchasing expired ones with 'good metrics' is worth it? If you build new web 2.0s and power them up with blog comments and PBN links, will they be just as effective?

What's your opinions? I'm on a limited budget, so I am stuck deciding what to do

Yes.

Although it's not mutually exclusive. You can build expired web 2.0s at the same time that you are building fresh web 2.0s with your own second tier of links.

If you build new web 2.0s and power them up with blog comments and PBN links, will they be just as effective?
Potentially. But you end up paying just as much or more to build your second tier as you would for finding expired ones that already have a second tier.

Also, expired web 2.0s often have backlinks that would be difficult or impractical to get in a blackhat way.

What's your opinions?
  • Build fresh web 2.0s and build your own second tier
  • Buy expired web 2.0s from a marketplace seller like @Nargil
  • Scrape expired web 2.0s yourself using one of the various guides on BHW
 
I think fresh web 2.0 is more than better from expired web 2.0. Because you can be built your web 2.0 exact your niche. Another one reason expired web 2.0 searching time or money required but fresh web 2.0 you can create own.
