i think the 1st one have more sense, i checked the ad library no ads has been runned, and 3rd it's a bitt logical cause they have much higher pages

100% they boosted like + ran engagement ads (maybe) to keep Facebook don't notice the cheat. But it may affect the page's audience
 
In fact, these are virtual likes and followers. You can buy likes and followers like this. This method was popular 5 years ago. However, this only makes the page look more reputable, other than that it won't have any interaction or anything more than a new page
