Hello, Can you seggest me any vps service except of ip burger and 27vc which offer fresh dedicated ip?

If you need a "fresh" dedicated IP for a VPN, your best bet is to actually rent a VPS and install openVPN on it to create your own server.
In this way, you'll be the sole user of that IP address.

You have to realise that if you want IPv4, getting a "fresh" one is a myth. Most of the IPs mostly have been used at some point in the past.

They're not different, unless it's IPv6
