French website Ranked in Google.fr and not in Google.com

Hey,
I was hit by the last panda update in a French website. Few days after that, I removed the old content and added good unique content, and I started doing off page SEO again (BH and WH) for the website.
Here is the analytics graphic for organic traffic :

Now I rank as normal before the Panda, but I want to improve my ranking.
I'm doing good link building strategy, and everyday I build many backlinks from many sources and I try to don't leave any footprint so it looks natural.
The problem is, I can improve my ranking in Google.fr and Google.ca but I can't improve it in Google.com. My goal is to be in TOP #3 for 2 main keywords in Google.com.
The keywords for this niche looks freeze in the SERP for all the websites in TOP 10. All of the TOP #6 have older website than mine with PR2 to PR7 and my website has PR2.

Any idea how can I improve my ranking in Google.com (priority) ?

When you have '<meta http-equiv="language"... ' try to remove, i had a german webiste which were ranked only in google.com after i added that meta it were ranked on german too
 
and to rank it in .com add the add meta tag specifying the site is international. and submit the site in webmaster tool and specify the site as international.
 
Yeah the tool used to track is CuteRank and there is a Free and Paid edition available.
The website is already added in Google webaster tool, and it's marked as international (no zone targeted).
There is no " <meta http-equiv="language" " in the website. The only thing in header that makes it in FR language is this :

Can this be the cause?
 
I think DOCTYPE has no effect in this case. Just found this:

Is the DOCTYPE, it?s not a meta tag and it?s not essential you add this to a page for good search engine placement, but if you want a page to validate in a HTML validator (i.e. http://validator.w3.org/) you?ll need to add the right one.
 
Because .fr is a ccTLD g00gIe thinks that is an french website.The best thing that you can do is to buy a .com domain and 301 redirect everything.Also build some backlinks from .com websites

by checking your screenshot, its already ranking at 13th... And in .fr its only 7th.. Thats ranking you will get. Get more links and rank #1 in fr. Then it will come up in .com too...

It's not .fr, it's a .com domain but the content is in French.

Change the settings in google webmaster tools can help.

Already did it from from a while but there is no impact. Also every domain added to webmaster tool is set by default as international.

The problem here is it's very very hard to rank #1, it's a huge competition and there is some old and autority websites in the #1 and #2 spots.
Also the weird thing is that there is too much difference between .fr and .com. Look for example at one keyword that rank #2 in Google.fr and #17 in Google.com !!! Another example, one keyword rank #6 in Google.fr and it's not in TOP 100 for Google.com

I rank #2 in one keyword at Google.fr and it's #17 on Google.com, how can you explain it???
Anyway, I'll try to rank the other keywords to the TOP #3 and I will see if it'll stay frozen in the .com
