I have a friend that only speaks/reads french and is looking to hire some French SEOs for some basic linkbuilding tasks.

He's looking for a site that's similar to this one but where there is a bigger French community... I told him it didn't exist.

There are services here regardless of countries and areas. you can order anything, i am sure your friend knows a little bit of English and it is enough to get him started here.
