Freelancer required to upgrade two database-driven websites to latest version of PHP + a few functionality changes + making them mobile responsive

I have two websites that are running PHP + MySQL and have some functionality that allows for the uploading of content - you can think of these sites as ecommerce sites but without the payment functionality (Which is done simply by direct contact between buyer and site owner).

Both websites are identical in structure, just with different content, so updating one should then make it easy to replicate the changes to the second website. The sites are also fairly basic and were written by a friend of mine around 15 years ago, using PHP and provide the admin with the ability to log in and add/update a product catalogue which includes text and images. I think they're running on PHP 5.6 or something similar.

Each site has an admin area where pages can be created and products can be uploaded.

I need the following changes made to the sites -

1. For both sites, any PHP updates required in order to make it compatible with latest version of PHP and MySQL.
2. The client also wants one of the sites modified slightly, so that he can upload and display multiple images for each product (Where currently only one image can be displayed per product).
3. I would also like the sites to be made mobile responsive, where they are currently not.

Budget: $300 - 400.

The websites are running on hosting or VPS?

To update the PHP version of the site, you must first update the server version and then start updating the code based on the errors that begin to appear due to the update.

It could be done:
Save the current code .
Upload it and use a sub-domain or test domain to do the relevant tests before and after updating.

If you can't find a developer, I'd love to see what I can do.
