Freelancer for off page seo (backlinks etc)

Hello everyone,

Because i lack a lot of time lately, i might need some help.

I have not checked the SEO status of my website for a while and i have never created backlinks that my competitors have.

I need a freelancer to do the following at least:

1. Check the SEO status of my website and see what can be improved/ improve it after confirmation.
2. Build backlinks similiar to competitors, help me to surpass them.

If the prices are good, i am willing to go this way. So please let me know what it would cost me.

Preferably someone that can work in Europe times and has no problems with blackhat stuff.
