Hmmm...could be you're being snubbed because you're new..but I think it's more likely you're just getting mobbed by the new people, and the more experianced people see that it already has x proposals and so they move on.
Also consider that if you're getting a lot of 3rd word country bids, the average bid has gone way down, and no one from other parts of the world will touch it.
That's the downside of those sites..it's a race to the bottom, and that leaves you hoping that the person "over there" is really as qualified as they say they are.
That's not to say that they won't be..but you do have to be careful.
Also: obviously I'm not a fan of these sites, but Freelancer in particular sucks. They're good at making money, but that's about it. Their platform is a joke. People Per Hour, Odesk and Elance are only slightly better. I would say Elance has the cleanest, easiest to use system and the most qualified contractors of the bunch, but meh, it is what it is. Cheap labor, and all the risks that come with that.
As for your direct question, the contractor should state their terms in their proposal. Number of revisions, etc.
But if you think someone is going to work "till your satisfied," you're way off base.
A professional will tell you right off the bat how many revisions you're getting before you have to prime the pump again.
