That really depends on how you want to do things, I'm sure you will find great professionals on both platforms. But I think if you want to do it with a bit of black hat the best would be BHW.
Plus somehow the true professionals at Upwork charge a bit more expensive than at BHW.

Freelancer is a horrid realm of hungry souls, infected with thousands of child bots aged and nurtured, tainted by hundreds of manpower bays of drone users. Bhw has a proper administration, the justice branch of shitlist, and real people.

Upwork...and it´s not even close.
It´s very hard to fake reviews and feedback on Upwork given how hard it is to join and expensive to even apply for a job.
But, if I had to chose between those options, I would go with BHW for sure.

I wouldn't touch Freelancer. com with a stick.
BHW offers a lot of high quality service providers, but as with everything and everywhere, you have to properly filter the right one and do a background check.
