Freelance site - that lets applicants submit mockups before paying?

Hi,

This probably is in wrong section but it's closest section i could find to question.

Does anyone know the name of a freelance site which you submit your job, webdesign, logo etc and the applicants submit mock ups? I'm needing some work done and for the life of me can't remember the name or find it.


Sidenote: I'm wanting a professionally done logo with .psd, So if you want to offer me logo design service message me.
