I don't know if this method has already been posted before but I thought I would share it anyway since it is very effective for me as I have just made 6 Google accounts within the space of 10 minutes.
Requirements:
- An Android mobile (or Android emulator)
Steps:
1) Navigate to Settings > Accounts & sync > Add > Google > New
2) Fill in with legitimate looking details, for example use the name John Smith instead of Asdf Ghjkl
3) Complete all the sign-up steps accordingly, make sure to not make accounts with similar details.
4) Once you have made the account it will ask you if you wish to sync this account to your Calendar, Contacts, Gmail and such. Un-check all the boxes and continue.
5) Take note of the account details and then click the account and remove it from your phone phone. (I'm not sure if this is necessary but I do it just in-case)
6) Repeat this as many times as you like, you shouldn't be asked for phone verification as you are already using a phone to make the account.
NOTE: This works for me on Android version 4.0.3 and may not work on other versions, if you try this method please post which version of Android you are using (Can be found through Settings > About > Software Information)
