I use Hotspot Shield. It's free and provide IP from California. Other is FreeVPN.

UltraVPN servers are located in France. I don't know if they have US IP ...

Hotspotshield is pretty good. But it will give you the exact same IP almost every time.

itshidden.com is located in the netherlands or switzerland. but very good overall

almost every time. i don't know free vpn which provide 100's different IP's

i used Hotspot Shield too for my paypa secure transiction..i have question about this VPN ..this only provide one same ip for everyone....but if all sue this why not it track by paypal or other site??i ahven't idea about it..let me know if anyone cna tell me cearly

http://alonweb.com - supposedly you can choose an American IP. It's never worked for me.
