Yes you can use for SEO and use tools such GSA / XRUMER ...
The only limitation when creating link is to use proxy for submission & account creation (anyway will be useless for not use proxy)

Link speed of the server is 100Mbps for the budget VPS & 1 Gbps for all other offer
