Haven't seen any free ones, but you can try to get trial versions of programs, many give them away for 1-5 days

Well there is very well-known Android software called Telegraph. Telegraph help not just help you add members to your groups also its work very well for members scrape from other groups and channel to your channel
If you create multiple account on telegram and use them in Telegraph for members added or scraper then mostly likely from each account you can able to add / scrap upto 150-200 members per day [Enjoy]

Yes, but there is still a costs: you need a lot of accounts, you need to warm them up, so you need residential proxies, etc.
Just check out GitHub. It's a shitty script kiddie script but I found that one on GitHub with a quick search: https://github.com/termuxprofessor/Telegram-Scraper-Adder
But I believe an user like you should just try to get a free trial with a common service, if you really have a good technique to monetize the traffic, I suppose they might accept it.
