But I don't think a free keyword tool that gives SEO difficulty exists on the market (well, I haven't seen one, personally) and those that give difficulty scores are biased. Eventually, you'll still have to assess the difficulty yourself

I personally feel Google autosuggestion and Google KW planner are the best. Google KW planner will also provide SEO difficulty as well, but not in numbers. It will categorize into Low, Medium and High competition. I think that is more than enough to understand the competition. And MOZ free extension will also give you SEO difficulty, I'm not so sure. But as far as I know, it's better to depend on Big G data than third party sources since we all want to drive traffic from G itself.

ahrefs keyword generator for both volume and difficulty,
semrush 1 month trial would require a VCC ($5-$8), but worth getting and it's quiet good as well,
just keep in mind, these tools kw difficulty is not perfectly accurate, actually it can drive you all the way wrong sometimes,
so just use them to filter a list of keywords and get an initial idea, and make some manual research to get a better idea about the ones to target,
