1000 proxies for $10?
Maybe you can find some free proxies, but they are spammed to death, you will probably face captchas all the time

Yeah you won't find that for $10. You could use residential proxies which will give you access to millions of IP's and you just pay for the data you consume.

There are some proxy providers like webshare or proxy-sale, they have free proxies but I'm not sure about their quality.

If $10 for 1000 proxies is truly too difficult, almost impossible, then $70 for 1000 proxies is more feasible.

If you're talking about one proxy access with 1000 different IPs, you can totally find something like that. Just pick any provider from the local marketplace that offers unlimited IP rotation (you were already given a link above).
One nuance is that not all providers can offer IPs from different countries under one proxy access. However, that's also manageable - just buy several proxy accesses, each from a different country, though this will likely increase the cost.
Generally, the cheapest option is usually server proxies (data center proxies).
