Can someone tell me if it's ok to make press releases for new sites or should i need some time? If the site should be some time online before making it maybe someone can tell me how long?

Yes it's ok. Look into tiered link building. Tier 1, 100% quality links; Tier 2, 70% quality links; Tier 3, 30% quality links.
