I was just wondering how advertisers get a "conversion" out of these offers? If I use a non incent offer with CLP and fake the referer, what would the CPA company consider junk traffic if its a "free" offer?

On e-mail submits, advertisers are looking for 2nd page submits, such as address and cellphone submits.
Nobody pays you for a single e-mail or zip submit. If your traffic only fills e-mail/zip, your traffic is junk and you will get blacklisted.

so many new black hatters think they found they unfound gold with email submits thinking they can just iframe the email submit and get $$$$$$$$$$ (although true you need to know what you doing) but for the most part you lucky if you get paid.

The advertisers pay for the leads in that case, which is targeted traffic they can later sell to. If none of you traffic later converts to them, you'll just get pulled from the offer at some point.
