What are the free methods that can be used effectively to receive high traffic?

guest blogging
manual commenting
submit articles manually
build forum profiles manually
website directory submissions
press releases
web 2.0s

Anything people with money can do was first done without tools and without outsourcing so you can do it manually too.

Dont forget its not free because it costs your time, if you work out how much your hour is worth it might be a good idea to rather do something more productive and let someone else do it.

..but of course as previously mentioned, good content and good linkbuilding will get you some places already...
 
Video and article submission works very well with good use of submission tags....
 
Anyway that you interact with other people to get those links is a good way.

Guest blogging, sending press releases, making widgets etc
 
Use document sharing sites Scribd, DocStoc, Slideshare to get some highly targeted traffic. Take your article and convert it into pdf and upload to DSS sites. Rinse and repeat with more articles. The higher the quality of your articles the more traffic you'll get.
