Free link exchange?

Hello dear forum members,

Is it possible to have a free link (and blog) exchange part on this forum? I can't find a thread on it anywhere on the "SEO - Link building" subforum (it's just only paid offers) and I can't start a thread about it there because I haven't contributed 100+ forumposts.

Is free link/blog (PBN) exchange just completely dead outside of Europe? It really seems that way.

The SEO - Link Building section is part of the marketplace. Threads there not only require a Jr. VIP membership, but also a $30 fee and a review of the service.
