TIER 1: 100-600 views
TIER 2: 600-4000 views
TIER 3: 4000+ views
Nobody knows exactly how many tiers we have and what is the user range, so it's the range compared on experience. Every website have different ranges and tiers.
So you need to have engagement, likes, shares in this group of users choosen by TikTok.
No matter how many views you buy, if you don't have metrics in this concrete group, your video will not be picked up to viral.

What TikTok is checking?
-completion, your video must be completed (watched for 80%)
-engagement, if your audience stay on video more than usual and stop slide down
-repeat ratio, videos on TikTok have auto-repeat but needs to be watched 100%
-watch time, longer better
-likes, shares but only after video completion
-comments and your reply to comments
-followers, but only after video completion
-if user entered to your profile and started to watch other videos

These actions must be completed only by choosen by TikTok testing audience.
Thats why SMM panels are useless for views, likes, shares. Anyway still can be used to get 1000 followers and unlock link in bio.

What's your opinion on if you already have an audience, so the organic reach is already there to get say a minimum of 15k - 20k views even on a bad day but you want to increase chances of that video going further. I have had times in algorithm where every video will get 300k + views but right now i'm not being favoured so only 1 in say 5 videos will get over 100k but i'm wondering if a small amount of targeted views, likes & comments along with my organic reach could manipulate it to push content further?

Because they don't know. There are many questions / answers in TikTok category that deserve for PIN. We can make some tutorials, etc. but instead we have same questions over and over.
