Ok, I just hired a Philippines telemarketer for a pretty good deal, and I need to know if there is way for her to call people in the U.S.A. for free, or a really good low rate calling plan, but I prefer it to be free.

You can also use Google Talk. However, drawback is you can't receive calls. If you just need telemarketer to make calls this is good and FREE.

You Buy it & send to them, or Buy it & have sent to them
 
1+ for skype it's free through any internet connection, haven't tried google voice but you can add credit and call phones cheap kinda like voip with skype. You can also get skype phones I'm pretty sure.
magic jack is only for usa and canada.
 
my recomendation is g00gle voice for outbound and for receiving buy an 1-877 number i have done that if u need
 
You can use gvoice thru the ajax gmail chat. You'll be able to place and receive calls for FREE in all US without any additional client. Make sure you have a US # to verify your new gvoice #.
 
I make calls from south america with vonage. Not sure it will work from where you want but its worth looking in to.
