If the OP is starting out making PBN sites economically, and is only going to make them relatively simple (one page html template, or WP blog) there is really nothing wrong with using free web hosts for the first 5 or so (and there are only about 5-6 okay free hosts to begin with). Using these free hosts first can provide you a training experience in building the sites without the full expense.
If one is planning to create PBN sites for others or sell posts/links from them, having a few sites on the free hosts can serve as samples, thus disclosing them should not hurt your more private sites on paid hosts. Most importantly, the larger the volume of PBNs being contemplated, the more critical cost management becomes. If making just a few sites, it's reasonable to not carp about spending say $25 a pop per domain plus hosting, but 100 such sites will come to $2,500.
The best solution, if you are doing the latter, is to fold the annual cost for a TLD ($8-$12) which you'd have to come up with anyway, into the cost of annual hosting, by using mainly paid hosts who give you a free domain while charging $12 or less per year. Search related BHW threads, there are a lot that list hosts who charge under $12/yr, or even under $5/yr that provide a free domain, WP, SQL etc package. Stagger setting them up to like 8-10 a month, and it should cost only $100/mo year round to financially manage a 100 PBN site network.
