All publicly available lists aren't worth too much and also they aren't safe.
Also the Moz DA is not the thing which you should care about, because Google not use it at all.

It seems to me that free websites for guest posts are not a very safe option for developing your resource.

hi you can do a search querry on google for guest post opportunities in whichever niche you want. for me i can do either for quote, title or url
for instance
searching for exact phrases like
“write for me” or “become a contributor” + your niche (quote) will show me the right page to target for my niche
i can also do a title search to narrow down my search pages with exact words in title like using the intitle querry
intitle:”write for us” keyword
intitle:”write for me” + keyword
intitle:”contribute to”
the same with using the blog url to get guest post opportunities. this one i search using inurl:/guest-post/ + "kw"
of course there are lots of ways to get free guest post opportunities. these are just some ways i thought might come handy.
Also remember to filter your results using site like Moz to check the domain metrics this makes sure you are sourcing your guest post from domains that will help your site to grow

never paid a single penny for any link built till today(working as an SEO TL for the past 7 years). And my link building database includes . .600+ websites ranging from 50 DA TO 98 DA with free link PUBLISHING with contextual link opportunities little to minimum spam score.
Stop demotivating someone if you cant contribute.

Well there are some ways you can get free guest posts links on sites but that will require a lot of time. Most of the sites nowadays ask for money to publish your guest post. You can see that by yourself if you start to reach out to the sites.
If you want free guest posts, you need to do proper outreach and not the usual stuff people used to do as that won't cut it.
So it basically comes to spending your time or spending your money.

Generally speaking in terms of guest posts, outside of well researched outreach - free cheese is only found in a mousetrap.
Here’s a question: why are you looking for the guest post? If your answer is “I want a backlink” then just wipe the idea from your head because you will sink the site and come to regret it.
Guest posts are a wonderful way to put your thoughts and brand in front of a relevant audience. Here’s a suggestion, why not write your article in Medium and then use that as a T1 property?
