This still works as of 10/25/09, if anyone was wondering. 
Just had to put in a valid CC/debit card (they don't charge it), and I didn't have to send in any scans or anything. I did have to wait a few hours for the welcome email though. I signed up at around 2am and didn't get the welcome email until about 9 hours later.
