Otherwise, you can try a tool like ImCreator or Wix (google them) and they're super flexible and free until you decide to host the site on an actual domain.
Divs and tables are both part of HTML. HTML/CSS is necessary to code. If you want a WYSIWYG editor, I would just use a website service like Squarespace that allows you to drag the things you want into place.
Reread the question: If you just want to code, not online, and view the pages on your computer. You can use free software like TextWrangler, SublimeText2, or Brackets. These are only if you know how to code though. No free good WYSIWYG editors out there really.
