Free Blog Solution License

I'm beginning to wonder if the free blog solutions licenses is just hype to build up their mailing list and they're not actually going to send it. The reason I say this is I made an inquiry to the site owner and then I found the free license deal and signed up for that. After signing up for that and getting the email that they will be sending the free licenses, I get an email from the owner offering me a "holiday special" of 20% off. What do I need with a holiday special if I'm supposed to be getting free licenses?
