www.flamingtext.com is really nice with a good amount of options for static text banners
I've found that picasion doesn't allow more than 450px width.
So if you need a 468x60 banner or a 728x90 that's not gonna make it.
Instead use:
http://www.gifmakeronline.com/
and then if the image is too heavy and need to reduce its filesize but not width and lenght use this:
http://www.gifreducer.com/
Both easy to use. Both free.

If you have Photoshop, you can create something simple very fast. There are some tutorials on how to create beautiful animated banners in Photoshop, but I can't post links for now. Just google "photoshop banner animation tutorial" and you'll find some great ones. It shouldn't take long to make them and investing some knowledge in Photoshop is always good.
