you can use spam-free sites and unique content. It will be indexed easily.

Pingers don't work as google closed the servers, except for sitemaps.
Most free services are based on pinging.
Time to spend a little cash and use an indexing service is the answer.

1. free option: create a page on a dummy website or blogger and post your link list (max 1000 per page) then request indexing on GSC - better mix the links with dummy content and make them contextual
2. semi-free option: build tier 2 links
3. paid option: speedlinks or elitelinkindexer (these two work for sure)

scrapebox still works if you have a good list, but the tool is a paid one.

Totally free isn’t easy but one way is to possibly ask some sellers in the marketplace for a sample and just point the links to your backlinks.
