Using that would be pointless in my opinion because that may just give shitty backlinks in your BL profile and may penalize your website after a few months of ranking.

Can't we use them as Tier 2 or Tier 3 links, will it still penalize having quality links at Tier 1.

As someone who is really not knowledgeable about that, I prefer to stay safe. But I think using them as Tier 3 will be OK.
For Tier 2, can't you create web 2.0. They are safer IMHO.
