free a record or subdomain?

I remember there was a website that one could create subdomain from a list of literally thousands of domains such as .uk.to or fr.to and redirect it to an IP or create an A record in dns.
I do not recall the name of this website and cannot find it anywhere.
It is pretty dingy and old-fashioned looking and been around for more than 12 years as far as I recall and it cannot vanish just like that.

Any one knows what it was or something similar that would do?
