HE RENT FACEBOOK AD ACC WITH CREDIT LINE, WHEN YOU PAY FOR ACCOUNTS BALANCE, HE WILL BLOCK YOU AND DELETE EVERYTHING.

There is no rule that I know of which prevents the user from making an ALL CAPS post. It is hard to read, yes, but I do not think it is against the terms.

OP, like others have pointed out, if you know the user on BHW, please go to dispute resolution sub-forum and follow the procedure. If this incident did not start on BHW, I don't think there's much we can do about it. But if it did, it will be dealt with accordingly.
 
Try reporting it to telegram, his personal profiles and his channel. Do it several times from different accounts his profile and channel will be dead in a week or so. As tg is more stricter now a days.
Its IM proceed with caution, if there is no trusted source in between don't trade at all.
 
It seems he's not a member of BHW. We can't judge the situation or conclude if it's really a scammer or if you are a competitor trying to damage his reputation. If you were scammed, next time, hire someone from BHW, a reputable member with the proper credentials to sell.

Well, I do believe that ALL CAPS should generally be allowed. Somebody might be in a bad mood, or simply be excited about something. Doesn't mean they should be warned for just that. To my understanding, the forum rules are placed mostly for stopping spam, and not for discouraging members from interacting with the forum. This is just my personal opinion. :)

That was soo cool. OP is brand NEW to BHW! He/She starts with first post on forum. We could encourage him/her for the alert about fraud and first of all, we should give a great applause to the OP's contribution with the community.
 
Well, sorry to break it to you but if you've solely found this guy on telegram that's too bad for you. 99.99% of the people selling something on telegram are scammers.
