Pretty much nothing can keep you clean. the *IAA will sue anything that breathes these days (including a blind person for movie piracy). They have even been writing up a law to make link sharing copyright infringement, (sites like sidereel) and the government (i think homeland security) can also now seize your domain without notification to you first, or a trial. All they need is to put you in their sites.
The plus side is the internet routes around damage, so if they shut you down you can build another, but if your in America expect a very deep anal raping...

No. Its not legal. Offering or linking full movies is piracy unless you are the creator or have permision.
Clips will lure people but when they figure out it arent full movies they will not return and will not tell their frienfs about it

Get "bulletproof" hosting and register your domain through bulletproof registrars. If you really want to go all out you'd use fake details on whatever you use for payment, and use proxies for everything... just in case the bulletproof host/registrar end up being not so bulletproof.

Yes... just be careful that you fake your referer if your network does not allow warez; you will want to use your own content locker. If you would be posting anything on a site hosted by you, I would reccomend a bulletproof host and domain registrar... although they are required to notify you and ask you to remove infringing content, so you would have a chance to remove it if you are paying attention.
Was planning to use leadbolt content locker, they allow most BH stuff.

I actually just found a site that I was analyzing and they were using leadbolt. Their domain registrar wasn't bulletproof, just private whois, but I believe the hosting is since it is located in russia; probably moreso to avoid having the host complain about warez than to avoid the companies complaining
However, I still would recommend using your own content locker and faking the referer. That way you can get on a better network with more, higher paying offers and less shaving. You can also use multiple networks this way to really get the broadest selection of offers, and it spreads the earnings/traffic out to draw less attention (although I guess that isn't an issue if using leadbolt).

It is worth noting that there is no such thing as bulletproof hosting, or bulletproof registrars. These are both marketing techniques used by other marketers who start up webhosting services. The only benefit that you'd get from such a service is them looking the other way UNTIL they receive a formal complaint.
It is also worth noting that there is no such thing as 100% uptime.

Another benefit is that many hosts don't allow warez sites, if I'm not mistaken.
You're right though, if pressed hard enough, they will give in. Making the product owner jump through hoops will make them less likely to go through with all the hassle of even finding the contact information of some mystery host across the world, writing/sending letters, etc. when the content isn't even hosted on the site itself.
Still... I am assuming by "Formal Request" you mean just sending them sending a letter. You don't think there is someone in some third world country who will wait until someone is actually knocking on the door?
A lot of it is probably marketing in most cases, but there are definitely benefits.
Sorry for the newbie question, but how do I use my own content locker other than buying one for a steep price? Thanks for all the help btw!

stop being a lil girl and scared just do it, just look at the bigger sites rlslog, piratebay etc host where they host and registar where they at you will not become bigger then these sites so If they still up and free so would you. once they get taken down and go to jail then worry
