it has alot of spammy links in amongst dozens of good ones.

Is it worth going to the effort of disallowing them. For what it's worth majestic, moz href are not throwing any spam warnings.

Check web archive, perhaps it has been used as a PBN.
 
It has probably been used as a PBN or redirect, most of these high RD domains have been spammed.
 
no not abused, only been one authority website. so the consensus is we would spend a few hours with disavow tool?
 
Check if the domains has been spammed SEOed before. For this you will need to check the link velocity.

Also check archive.org for its past history.
 
Check web archive history.
