d0follow forum links may have minimal value; for instance if you manage to get your link within a post with some good related niche content, then this will have a little value; but these links are rare and take a long time and lots of work to obtain; so most SEO will focus on something else other than forum links.

If you find a forum thread ranking on page 1 for any of your related/long tail terms, then yes it will pass on some juice.

Otherwise laser targetted niche forum links can help your website establish some niche relevancy. Similar to blog comments.

If you have the time then it doesnt hurt to include a few of these in your link profile but don't expect miracles. They will help with indexing and anchor dilution for stronger links to come.

Yes, of course forum websites having high DA is good for building backlinks. But only from those who have high DA.

Creating link is not enough to the forums, Just Do good discussions too the forums, depending on the discussion it automatically shown in the google when user looks for solutions according to the discussions.

Including forum links in link building/backlinks strategies is a bad idea. Most of them do not provide link juice value as they are good for some engagements if followed correctly. So do not include them in your backlinks strategy just focus to bring some genuine traffic through them by making quality posts and engaging in them.
