i have deploma in graphic design and CG animation
doing this is Too Expensive?

Making a sucessful forum like the one you see infront of you will be a challenging task to take upon due to the fact you will have to promote the forum and also keep user posting and replying/ and controlling spam

Actually this forum is using Vbulletin, search on google if you want, and yes getting traffic would be the hardest part, normal hosting like from that Hostgator will NOT be sufficient . You should get a Dedicated Server hosting.

For now, create a website is a easy work (forum,CMS,blog,web2.0 site, even twitter like, facebook like). All these websites have programs, you just need several clicks. The hard parts are maintain and promote your website.

To setup a forum, you can use vBulletin like BHW, it is a good and steady script, but you need buy it. Or you can use some other open source scripts to build your forum like phpbb (there are many, they are also good).

And, of course, you need domain and hosting to set up your site. You have many choice too just search in google.

Forums are very simple to create OP, establishing them is difficult and I'm not even sure how it works. There's a lot of authority building to do to make people sign up and stay signed up. People don't often post on low traffic websites when there's already large ones established in the same niche, you'd have to hold contests, give people incentive in general to frequent your forums.

there are many free forum providers around, and you literally need no skill to set one up, if anything, just type it in at google

Be born, then crawl, then walk, then run.

Hostgator shared hosting (or similar) is good enough for now.
Install your forum and style it.
Work on content to kick it off and start to get people interested.
After getting people interested you have to keep them interested.
More content.
Bit more content, and a bit more.
More users, keep them interested.
Remember your older users, post more to interest them some more.

Got enough users? Never too many, get more. Interest them.

Once you have a few thousand you might need to move to a better server. Then get more users to help pay for it. Remember to keep them interested.

It's starting to get hard work so you have to get people to help you, and you have to pay them in one way or another.

More users, more adverts, more clicks. Clicks, Clicks, Clicks...
