Forum traffic needed - how?

Hi, on behalf of 3 cliends and forum owners, I would like some tips and tricks on the title. How can I increase traffic in a forum? Any thoughts will be welcomed.

Hire some va who will stay online always and post or react to other members posts..no one wants to use a dead forum.. initially add more posts yourself on your forum..so any new user can see and join
