Can anyone tell me how links on forum posts work in general? If I create a backlink on a thread that already exists, how do I get the search engines to see the back link from my new post on that thread? Is there a way to ping them to let them know there is new content on a high PR forum page? I have been manually creating forum posts on d0follow PR 4-5 forum pages and want to make sure they get counted.

Google's algorithm understands forums and will re-crawl the page if you ping it or build a few new backlinks to the thread.

If the forum is very active, the spiders will continue to crawl and index new content rather quickly. So it all really depends on how active the forum is.
